Last updated: September 24, 2026

1. General provisions

Tattoo Second Hand is an advertising environment on the Scalp Estonia website, where registered users can post ads for used tattooing, permanent makeup, scalp micropigmentation and related equipment.

The environment is managed by:

3Krip OÜ
Registration code: 16254228
Website: https://scalpest.ee
Email: info@scalpestonia.ee

By registering an account, submitting an ad, or using the environment, the user confirms that they have read these terms and agree to abide by them.

2. The role of Scalp Estonia

Scalp Estonia offers a technical environment where sellers can publish ads and buyers can contact sellers.

If the advertisement does not clearly state that the seller is Scalp Estonia:

  • Scalp Estonia is not the owner or seller of the item advertised;
  • Scalp Estonia is not a party to the contract concluded between the buyer and the seller;
  • the buyer and seller agree on the price, payment method, delivery, transport and other transaction terms;
  • Scalp Estonia does not accept or hold payments related to the transaction;
  • does not guarantee the completion of the Scalp Estonia transaction; and
  • Scalp Estonia does not automatically confirm the ownership, authenticity, condition, safety, or legality of each item.

Scalp Estonia's liability shall not be limited to the extent that such limitation would be prohibited by law.

3. User account

The user must provide correct and up-to-date information when creating an account.

The user is responsible for:

  • for the security of your login details;
  • for actions taken through your account;
  • for maintaining a valid email address;
  • for promptly reporting any possible unauthorized access; and
  • for ensuring that its activities comply with the law and these terms and conditions.

Using another person's identity and providing false or misleading contact information is prohibited.

The user must be at least 18 years old.

4. Private and business seller

The advertiser must honestly state whether he/she is acting:

  • as a private individual outside his/her economic or professional activities; or
  • as an entrepreneur in the course of their economic or professional activities.

Consumer rights related to purchases from a business generally do not apply to transactions between private individuals. The buyer does not have an automatic 14-day right of withdrawal due to a purchase between private individuals agreed solely over the internet.

A business seller must comply with all consumer protection, product safety, tax, billing, warranty and information requirements applicable to their activities.

A seller acting as an entrepreneur may not present themselves as a private individual.

5. Requirements for the advertisement

The advertisement must contain true, sufficient and understandable information about the item, including, where possible:

  • brand and model;
  • the actual condition of the item;
  • known damage, defects, repairs and missing parts;
  • year of purchase;
  • information about the existence of proof of purchase;
  • information about the current warranty;
  • price and information on whether the price is fixed or contingent;
  • the general location of the item;
  • possible methods of receipt or delivery; and
  • up-to-date photos of the actual item for sale.

Images from the manufacturer or other sellers may only be used if the user has the right to do so. Sample images may not be presented as photos of the actual item being sold.

The seller must change or remove the listing if the item is no longer available.

6. Allowed items

The classifieds environment is primarily intended for the sale of legal used equipment for tattooing, permanent makeup, scalp micropigmentation, and related professional activities.

For example, the following may be allowed:

  • tattoo and permanent makeup machines;
  • power supplies and suitable accessories;
  • lamps and headlamps;
  • procedure beds, chairs and other furniture;
  • studio and storage equipment;
  • photo and video equipment;
  • unopened accessories that are permitted for resale; and
  • other professional equipment related to the field.

Publishing an ad does not mean that Scalp Estonia has confirmed the safety, compliance with requirements, or legality of the sale of the item.

7. Prohibited items and advertisements

It is prohibited to offer:

  • stolen, counterfeit or illegally acquired items;
  • recalled, banned, dangerous or illegally modified products;
  • used needles, cartridges and other single-use invasive supplies;
  • open or contaminated sterile products;
  • exposed pigments, inks, medicines, anesthetics, disinfectants and other hygiene-sensitive consumables;
  • expired products;
  • items with removed or counterfeit safety or identification labels;
  • Items that infringe on someone else's copyrights, trademarks or other rights;
  • goods for which the necessary permit is not required;
  • illegal services;
  • misleading, repetitive, spammy or fraudulent advertisements; and
  • other content that is illegal or poses an unreasonable health or safety risk.

Scalp Estonia may also remove an advertisement that does not meet environmental objectives or safety standards, even if it is not specifically mentioned in the above list.

8. Seller's obligations

The seller confirms that:

  • he has the right to put the item up for sale;
  • the information in the advertisement is true and not misleading;
  • all significant deficiencies known to him have been disclosed;
  • the item corresponds to the description and photos in the advertisement;
  • the price and delivery terms are clearly described;
  • the item can be legally sold and transferred;
  • necessary warnings, instructions and product information are passed on to the buyer; and
  • the personal data of the previous user has been removed from the electronic device, if necessary.

The seller is responsible for the item and the transaction.

9. Buyer's obligations

Before making a purchase, the buyer should:

  • review the advertisement carefully;
  • ask the seller for any additional information needed;
  • check whether the seller is a private individual or an entrepreneur;
  • inspect the item or request additional photos and video;
  • check suitability, technical data and availability of spare parts;
  • If possible, check the proof of purchase, serial number and warranty;
  • agree in writing on the final price, payment method and delivery; and
  • use a secure and traceable payment method.

The buyer is responsible for assessing whether the item is suitable for the intended use and whether it requires maintenance, inspection, training or special permission before use.

10. Payment and delivery

Payment and delivery of the item are agreed upon between the buyer and seller.

Unless clearly stated otherwise, Scalp Estonia:

  • does not process or store payments related to the transaction;
  • does not arrange transportation;
  • does not provide deposit or brokerage services;
  • is not responsible for any delay, loss or damage in transit; and
  • does not make refunds on behalf of the seller.

Users should avoid unusual payment requests, making advance payments to an unverified person, and payment methods that leave no trace.

For a hand-to-hand transaction, you should choose a safe place and inspect the item before paying.

11. Returns, defects and disputes

The rights of the buyer and seller depend on the applicable law and whether the seller is acting as a private individual or a business.

In the case of a transaction between private individuals, the buyer generally does not have an automatic 14-day right of withdrawal. However, the seller may not intentionally conceal known defects or provide false or misleading information.

The business seller must ensure all legal rights of the consumer applicable to the transaction.

Buyer and seller must first attempt to resolve any complaints or disputes between themselves. Scalp Estonia may provide existing account or listing information to the extent permitted by law, but is not required to resolve the dispute or pay compensation to either party.

Any potential fraud or crime should also be reported to the police or other competent authority.

12. Interaction between users

The buyer can contact the seller via the environment's contact form or the seller's voluntarily published contact information.

Contact details may only be used for actual communication related to a specific advertisement.

It is prohibited to use contact information:

  • for unsolicited marketing;
  • to be added to mailing lists;
  • for harassing or offensive communication;
  • to collect personal data for other purposes;
  • for fraud, phishing, or impersonation.

The seller does not have to disclose their phone number if the environment allows them to be contacted in another way.

13. Verification and moderation of advertisements

Ads may be reviewed before or after publication.

Scalp Estonia may refuse to publish an advertisement, hide it, remove it, or restrict user access if there is reasonable grounds to believe that:

  • the ad violates the terms and conditions or the law;
  • the advertisement is misleading, dangerous, fraudulent or off-topic;
  • the necessary information is missing;
  • the advertisement violates the rights of another person;
  • the advertisement poses a risk to safety, health or reputation; or
  • removal is required by the competent authority.

Scalp Estonia may ask the user for additional information, additional photos, proof of ownership, or other relevant material.

Where possible, the user will be informed of the reason for the restriction. The user may request a review of the decision by writing to [CONTACT EMAIL].

14. Reporting illegal or dangerous content

Illegal, dangerous, fake or fraudulent advertisements can be reported to:

[CONTACT EMAIL]

The notification should, if possible, include:

  • the web address of the advertisement;
  • description of the problem;
  • the reason why the content may be illegal or dangerous;
  • relevant evidence; and
  • contact details of the informant.

Reports are evaluated in good faith. Submitting a knowingly false or malicious report is prohibited.

15. Account restriction and closure

Scalp Estonia may restrict, suspend or close a user account if the user:

  • violates the terms and conditions repeatedly or significantly;
  • publishes illegal or misleading content;
  • attempts to commit fraud;
  • appears as another person;
  • misuses the personal data of others;
  • threatens, harasses or insults other users;
  • attempts to circumvent a previous restriction; or
  • poses a security risk to the website or users.

Where possible, the user will be informed of the reason for the restriction and given the opportunity to request a review of the decision. An account may be restricted immediately to prevent damage, fraud or illegal activity.

To close an account, the user can write to [CONTACT EMAIL].

16. Copyright and User Content

The user retains the rights to the content they submit.

By publishing an advertisement, the user grants Scalp Estonia a free, non-exclusive license to store, copy, resize, display and process the content of the advertisement to the extent necessary for the operation, moderation and marketing of the advertisement environment.

Permission generally terminates upon deletion of the content, unless retention is necessary for legal, litigation, security, or backup purposes.

17. Personal data

Personal data is processed in accordance with Scalp Estonia's privacy policy.

The user should not add unnecessary personal information to the description of the ad or to the photos. Addresses, personal identification numbers, and other sensitive information visible on documents, photos, and devices must be masked before publication.

The seller's exact home address should not be publicly displayed. A city or region is usually sufficient for the ad.

18. Availability of the service and changes to the terms and conditions

Scalp Estonia may change, temporarily suspend or close the classifieds environment or parts of it.

Scalp Estonia does not guarantee that:

  • the environment always works without interruptions;
  • all submitted advertisements will be published;
  • the ad leads to an inquiry or sale; or
  • All user-submitted content will be retained indefinitely.

The user must retain copies of the advertisement and transaction information that is important to them.

The terms may be amended due to environmental developments, legislation or changes in work organisation. The current version will be published on this page with the date of the last update.

Registered users may be notified separately of significant changes.

19. Applicable law

The terms and conditions are governed by the laws of the Republic of Estonia, without prejudice to any mandatory rights of the user arising from the laws of another country.

In the event of a dispute, you should first contact: info@scalpestonia.ee.

If the dispute cannot be resolved amicably, it may be submitted to a competent court or other dispute resolution body competent under the law.
